Expected DA from July-2013 will be 90% or more

Press Information Bureau Government of India Ministry of Labour & Employment 28-March-2013 18:05 IST Consumer Price Index Numbers for Industrial Workers (CPI-IW) February 2013 According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for February, 2013 rose by 2 points and pegged at 223 (two hundred and twentythree). On 1-month percentage change, it increased by 0.90 per cent between January and February compared with 0.51 per cent between the same two months a year ago. The largest upward contribution to the change in current index came from Food group which increased by 1.28 per cent, contributing 1.40 percentage points to the total change. This was followed by Miscellaneous and Fuel & Light groups with 0.62 and 0.80 per cent increase respectively contributing 0.27 and 0.11 percentage points to the change. At item level, largest upward pressure came from Rice, Wheat & Wheat Atta, Fish Fresh, Goa

JAMMU: National Mazdoor Conference (NMC) is seeking exemption of Dearness Allowance from the ambit of income tax as DA is directly linked with the price index.   "The price escalation is directly linked with the DA of the salaried class and pensioners but it was strange that the income tax is also imposed on the increase of the salaries because of the DA," NMC president Subash Shastri said here today. "There is no justification of imposing income tax on DA," Shastri said while addressing a rally of NMC workers.  The NMC president also asked Union Finance Minister P Chidambaram to reconsider the practice. He also said that income tax exemption limit should be raised to Rs five lakh from existing Rs two lakh.  Shastri, meanwhile, added that provision with regard to 20 per cent interim relief to the central and state government employees and pensioners, merger of 50 per cent of DA into basic pay/pensi

Ajay Maken backs cry for seventh pay panel NEW DELHI: With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees' request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission's recommendations.  In a letter addressed to Prime Minister Manmohan Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. The details are as under: 1. The following hospitals have opted not to renew their empanelment with CGHS after completion of two years of empanelment. Accordingly they have been removed from CGHS panel w.e.f. 13.02.2013: (i) Escort’s Heart Institute & Research Centre, New Delhi (ii)Max Super Specialty Hospital, New Delhi 2. Empanelment of following two hospitals has been suspended: (i) Max Devki Devi Heart & Vascular Institute, New Delhi (w.e.f. 13.02.2013) as the hospital stopped credit facility to eligible CGHS beneficiaries; (ii) Bapu Nature Cure Hospital, New Delhi (w.e.f.12.09.2013) on account of deficiency in services. SEVENTH PAY COMMISSION MUST BE SET UP FORTHWITH  The recent statement of the Minister concerned in the Parliament, that the Govt does not propose to set up the seventh Pay Commission at this stage is most unjustified and frustrating for the Govt employees. Fifth Pay Commission had recommended for a Pay Revision after every five years instead of the past practice to set it up after 10 to 13 years. But the Govt did not accept this recommendation. The Fifth Pay Commission also recommended for Merger of DA after it crossed 50%. Govt accepted the same and belatedly implemented it from April 2004. But the Sixth Pay Commission did not favour even the Merger of DA after it crossed 50% and the Govt obvious followed suit and did not Merge the same when it crossed 50% in 1-1-2011 – in spite of the demand by all concerned. NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have been resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. "The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. On 1-month percentage change, it increased by 0.91 per cent between December and January compared with 0.51 per cent between the same two months a year ago. The largest upward contribution to the change in current index came from Housing Group which increased by 3.53 per cent, contributing 1.28 percentage points to the total change. Ministry of Finance 28-February, 2013 Benefit under Section 80-D of the Income Tax Act for CGHS Extended to Similar Schemes of the Central Government and State Governments The Finance Bill 2013 proposes extension of benefits under Section 80-D of the Income Tax Act to such schemes of the Central Govt and State Govts that are similar to Central Govt. Health Scheme(CGHS). Presenting the Union Budget in the Lok Sabha today, the Finance Minister Shri P.Chidambaram said that contributions made to CGHS are eligible for deduction under Section 80-D of the Income Tax Act and he is proposing to extend the same benefit to similar schemes of the Central Govt and State Govt.
