A meeting of the representatives of Staff Side National Council with Secretary, Pension AR & PG on pensionary matters was held on 28.5.2013. Staff Side was represented by S/ Shri S.G. Mishra and Rakhal Das Gupta (AIRF), Guman Singh (NFIR) and K.K.N.kutty and S.K.Vyas (Confederation):

The following issues have been discussed

1.      Ex-gratia Payment to SRPF / CPF beneficiaries who had voluntarily retired or medically invalidated. It has been decided to implement the Kerala High Court judgment in general and extend the benefit of exgratia payment to the meagre number of pre 1986 optees who retired voluntarily or on medical invalidation after rendering 20 years of service. The enabling orders are to be issued shortly.

According the press release the All-India CPI-IW for April, 2013 rose by 2 points and pegged at 226 (two hundred and twenty six).  This two point increase confirmed 10% increase in Dearness Allowance from July, 2013 as already expected on this site click here to see.  Therefore DA from July, 2013 will be 90% and will be announced in September or October in this year.  It is also more clear from following table:-

Union government wants retirement age 62: Rediff News

The Union Government is seriously considering raising the retirement age to 62 for Central Government employees. Obviously, if the Congress announces this before the Lok Sabha polls, it could expect a sizeable vote share. North Block, which houses the Union Ministry of Finance would be more than happy to have 62 years as the retirement age because for next two years the pension funds can accumulate. The UPA2 also wants to put the next government in fiscal tight spot, or what is called the War Room effect of the AICC.

Subject: Revision of income criteria to exclude socially advanced persons/sections (Creamy Layer) from the purview of reservation for Other Backward Classes (OBCs)-reg.
            The undersigned is directed to invite attention to this Department's office memorandum No. 36012/22/93-Estt. (SCT) dated 8th September, 1993 which, inter-alia, provided that sons and daughters of persons having gross annual income of Rs. 1 lakh or above for a period of three consecutive years would fall within the creamy layer and would not be entitled to get the benefit of reservation available to the Other Backward Classes. The aforesaid limit of income for determining the creamy layer status was .subsequently raised to Rs. 2.5 lakh and Rs. 4.5 lakh and accordingly the expression "Rs. 1 lakh" under Category-VI of Schedule to OM dated 8th September, 1993 was revised to "Rs. 2.5 lakh" and to "Rs. 4.5 lakh" vide this Department's OMs No. 36033/3/2004-Estt. (Res.) dated 09.03.2004 and dated 14.10.2008 respectively.

In continuation of this Department’s OM No. 42/13/2012-P&PW(G) dated 25th October, 2012, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e.f. 1.1.2013 to the following :

(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/- p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 166% w.e.f. 1.1.2013.

(ii) The following categories of CPF beneficiaries who are in receipt of ex gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 158 % w.e.f. 1.1.2013.

Frequently Asked Question(FAQ) on Pension, Family Pension related rules for Central Civil Pensioners

1. Which rules Govern Pension?
Central Civil Services (Pension) Rules,1972.
2. Who is the Pension Sanctioning Authority?
The Head of Office in the Ministry/Department/Office where a Government servant last served is the pension sanctioning authority.
3. What should a Government servant do to claim his pension?
The Head of Office is required to undertake the work of preparation of pension papers in Form No. 7 of Pension Rules two years before the date on which a Government servant is due to retire on superannuation. Eight months prior to the retirement date, a Government servant is required to furnish certain information (e.g. joint photo with spouse, family details, name of the branch of the authorised bank through which he desires to draw his pension etc.) to his Head of Office in the prescribed Form No. 5. After complying with the requirements of CCS Pension Rules 59 & 60, the Head of Office has to forward to the Pay & Accounts Officer Form 5 and Form 7 duly completed with a covering letter in Form 8 alongwith service book of the Government servant duly completed up-to-date and any other documents relied upon for the verification of service, not later than six months before the date of retirement of the Government servant.

Gratuity Pay under New Pension System

Gratuity Pay under New Pension System
Death-cum-Retirement Gratuity is paid to Central Government employees under New  Pension System (NPS) as it is paid under the old pension scheme. The monthly annuity under the New Pension System (NPS) is only a replacement of pension on retirement and family pension of death after retirement. The benefits of Death cum Retirement Gratuity (DCRG) and pension/family pension have been provisionally allowed,  vide the Office Memorandum of Department of Pension and Pensioners’ Welfare No. 38/41/06-P & PW(A) dated 5.5.2009 in respect of Central Government servants covered under NPS in cases where a Government Servant is retired on invalidation/disability and in the case of death of a Government servant in service on the same rates as are applicable under the old pension scheme Central Civil Service (Pension) Rules, 1972. The retirement gratuity is payable to the retiring Government servant. A minimum of 5 years’ qualifying service and eligibility to receive service gratuity/pension is essential to get this one time lump sum benefit. Retirement gratuity is calculated @ 1/4th of a month’s Basic Pay plus Dearness Allowance drawn before retirement for each completed six monthly period of qualifying service. The maximum retirement gratuity payable is 16½ times the Basic Pay, subject to a maximum of Rs. 10 lakh. If the Government Servant dies while in service, the death gratuity shall be paid to his family at rates furnished in the table below:

Subject: Empanelment of private hospitals (including dental clinics and eve care centres) and diagnostic centres under CGHS, DELHI & NCR

The undersigned is directed to invite reference to this Ministry's Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX)dated 14.02.2013, vide which the `Continuous Empanelment Scheme' for private hospitals and diagnostic centres under CGHS was revived with a view to empanel more such facilities for the CGHS beneficiaries. Accordingly, after following the due process, a list of private hospitals (including dental clinics and eye centres), diagnostic centres and imaging centres has been finalised as per the terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of Performance Bank Guarantee by them signifying acceptance of the terms and conditions of empanelment and rates notified under CGHS in 2010 and in OM No. Misc.1002/2006/CGHS(R&H)/ CGHS (P) dated 07.02.2013.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 1.1.2013.

The undersigned is directed to refer to this Department’s O.M. No. 42/13/2012-P&PW(G) dated 4th October, 2012 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 72% to 80% w.e.f. 1st January, 2013.


2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

The undersigned is directed to say that instructions were issued vide this Department OM No.41/21/2000 dated 16/11/2000 for issue of Identity Cards to Central Govt. Pensioners (copy enclosed).

Representations have been received in this Department that some departments are not issuing the pensioners' Identity Cards in accordance with the above instructions.

Subject : Seniority of officers holding posts/grades in grades merged in pursuance of recommendations of Sixth Central Pay Commission.
 
The undersigned is directed to invite attention to this Department's O.M of even number dated 13.09.2012 which laid down guidelines to be followed in determination of seniority of grade(s) merged in pursuance to recommendation of 6th Central Pay Commission.

2. The erstwhile Group `D' (now merged MTS Grade) having different designation as sanctioned in different Ministries/Departments had following pay scale(s):

Expected DA from July, 2013 likely to be 90% after AICPIN of March, 2013

According the press release the the All-India CPI-IW for March, 2013 rose by 1 point and pegged at 224 (two hundred and twenty four).  This one point increase showing again showing confirm 9% increase in Dearness Allowance from July, 2013 same as last months' expectation.  But this months increase in AICPIN also increased the chances for DA hike from July, 2013 to be 10%.  Therefore Expected DA from July, 2013 may be 90% .  It is also more clear from following table:-

Dear Sir / Madam,
Subject: Appointment of new Trustee Bank (TB) under National Pension System (NIPS) - reg.
1. All the offices are hereby informed that Axis Bank has been appointed as a new Trustee Bank in place of Bank of India (the current Trustee Bank) for National Pension System (NPS) with effect from 1st July, 2013.

2. Accordingly, all NPS related funds are to be remitted to the designated accounts of Axis Bank from 1st July, 2013. The Offices shall continue to remit funds to the designated NPS Trust accounts being maintained with the current Trustee Bank, i.e., Bank of India till 30th June, 2013.
